How does the tier structure work?

Commission rate rises in steps as sales volume for the period increases: 8% under $1,000, 12% from $1,000-$9,999, 16% from $10,000-$49,999, and 20% at $50,000 and above. Defaults: $12,500 in sales lands in the Pro tier at 16%, paying $2,000.

Does the higher rate apply to all sales, or just the amount over the threshold?
